Bait fish are better when they are fresh but they can be frozen as long as you protect them from freezer burn. None of the lakes near me allow live fish as bait. Many fishermen and bait dealers will net smelts when they run up inlets to spawn and freeze them to use as bait all season long. As for limits, here in Maine the daily bag limit is also the possession limit. I have only heard of a couple incidents where someone was busted for having too many fish in his freezer. Those were part of bigger poaching raids.
