Casual, I believe - but decent! Getting arrested for indecent exposure would put a damper on the celebrations.
During the Jorvik Viking Festival in February, there tend to be a lot of people wandering around in trousers, knee-length tunics, and cloaks. These people are re-enactors, and are in York for the fighting and living history displays. Compared to this lot, just about anything looks reasonably normal.

Well the first Friday of the month it's traditional to go in fancy dress.
Otherwise a pair of plimsolls, cut-off denim shorts, a sacastic grin and a chest wig.
Or some slacks from M and S.

yes there is a very strict dress code on friday nights in York...
you have to wear your pants on your head & your socks on your ears.
