Is a pair of navy dress slacks, nice low heels, and a white cardigan appropriate? or should I wear a suit?

Remember you are suppose to dress one level above the position you are applying for so either one should be fine but to be safe if you have a suit where it.
Be professional you are interviewing for a professional job

a nice simple skirt suit with medium heels ( preferbly sling backs would be nice)
Choose a colur suit that will be best suited for your skin colour - the hair should be neat and simple ( pulled back in a nice simple bun will be fine too depending on the length of your hair. No!!! you dont have to wear panty hose. When you get the job you wont need them - trust me.

dress nicely, in a dress with nice shoes. you want to make a great first impression. you don't have to wear a suit. you can wear the slacks when you get the job.

This is tricky I'd be yourself in a more sophisticated yet summer outfit that suits you instead of a 'suit' I suggest being conservative (and a skirt) but be yourself in that "outfit" if it is you in the suit or slacks, go for it then.
