maybe there is something between the paw pads, or between his toes. try inspecting the paw with a magnifying glass, or go get a second opinion at a different vet office.

Your dog is actually licking his left paw bottom to get your attention. There was probably something 'stuck' between his pads, at first, but since you paid him so much more 'attention' and were 'concerned' he's now using it to get more of that 'lovely attention' ... try NOT saying or doing anything when he's 'licking' but praise him for doing things like 'standing up' or lying down to go to sleep ... he'll stop licking, but it will take some time ... up to two weeks.

There's nothing wrong with your dog if your veterinarian couldn't find anything wrong. He/she probably licks his paw because he's either cleaning something off or boredom. It's like people biting their nails. It's just a bad habit that comes to all dogs.

Try cut away the fur between the toes, their might be a splinter. (Thin piece of wood or other sharp item) Stuck in his paw. You'll need to look really close for this though.
Or a broken off thorn end of a thorn bush.
Try to desinfect it's paw see if the dog reacts, if he does, then you know there is SOMETHING breaking the skin.

My dog licks his paws- both front ones- all the time, and his vet says it's because he has allergies. He told me to give him anywhere from 2-4 Benadryl pills to calm his allergies and stop him from licking his paws all the time. MAybe your dog has allergies too.

My dog used to lick his paw all the time and chew his tail, and the vet said that it was due to his diet. Sort of like an allergic reaction to the food we fed him, which was like human food like chicken, rice, beef, etc. We restricted his diet to only dog food canned and dry (eukanuba, iams only). He was okay after that, but you should check again with the vet again or look for some medical opinions online.

You need to trim all the fir in between the pads (toes) both on top of the paw (by first brush the fur in the opposite direction) and on the bottom of the paw. The extra fur irritates them (I have 3 Goldens and have to trip their paws every couple of months).

He could have been bitten by an ant. That would sting, but wouldn't necessarily show anything to the vet. Sometimes, dogs like licking their feet because it is soothing.

Dogs cool off from the bottom up, meaning the paws and aslo from the chest. sometimes they lick their paws to clean themselves or to freshen up!

It is a natural instect that dogs, clean themselves. My dog does it also...all though she sometimes, does it out of boredom. You can buy stuff at the pet store that has a bad taste to it, so it stops them from licking the area.
"bitter apple" is good. I have used it.
