It was a manifestation of pride. Even his rather ungodly Commander Joab recognized this when given the order and carried it out under protest. In I Chronicles 21:1 it tells us that it was Satan that inspired this act.

In this scripture (2 Samuel 24) and the other (1 Chronicles 21) the sin of King David. This sin is said to be incited by both God and Satan. King David decided to take a census to learn how much of his population was able to fight. This was a reflection on how much Israel depended on military power and not depending on God. Because of this the King and his nation were punished. King David did not blame God or Satan, but took full responsibility.

Good question.
It probably had to do with problems with some sort of census taken after the captivity, since that's when a lot of the details of the Bible were added. Most stories about early Israel fighting foreigners were designed to establish a sort of nationalism and teach people that the foreigners were to blame for the captivity in the first place, so I wouldn't be surprised if there was a political purpose for the counting story, as well.

It's against Jewish law to count Jews.
(The only reason I know it's against Jewish law is because when counting for a minyan (a gathering of ten adult Jewish men for prayer) you can't count them, you have to recite a verse and assign one word to each person. If you don't finish the verse you don't have enough.)
