Be sure you have PROOF. In this day and age of electronic surveillance it isn't as hard as it once used to be to get proof.
To report merely based on a suspicion is not the right thing to do, and you could irreparably hurt someone who may not deserve it.

Sometimes what you see, isn't necessarily what is. If you must act, do so in the fairest way to everyone involved.
