He was in tijuana with his parents and got some water out of the gutter. It was brown and really gross looking. He hates this kid Randell and poured some of the water on his salad when he wasnt looking. Randell has not been to school in 3 weeks since then. Do you think it was because of the water. I cant tell because i promised my dad i wouldnt tell on people in life. What should I do?

OK, don't "tell on them" in the sense of telling authorities. But you really should have told the kid who would otherwise eat a contaminated salad. It's very possible he got a dreadful disease from it.
Remember that the prohibition of being a tattle-tale is about ratting to authority, and not about standing up against injustice personally. Takes more courage, but the alternative is to permit injustice. If you really cannot do anything without assistance, you will just have to make an exception to your father's rule.
I think your father was wrong to make you promise such a thing. Every rule has its exceptions, and this would certainly be one of them. Talk to your father about the limits of his rule about tattle-tales.

I think this is serious enough to inform people. If you do not tell others about this, you are just as guilty.
