Assuming the car is NOT financed and there is no lien on the vehicle. In California, you can register the vehicle as Non-operational. In which case you do not need to carry car insurance.

For your own piece of mind, and to guard against an unusual fault, like the roof of the storage facility caving in, then, yes - get some insurance. My understanding is that you need basic, minimal insurance to legally register and operate a motor vehicle on public roads.

Only if you want your vehicle covered. Any chance the building may burn down? Flood? Thieves break in and steal your car? Rodents chew on the wires? Something fall and damage your car? If you answered yes to any of the questions, you would still carry insurance.
Also, if you drop it, and then take it out of storage to drive it, and have to answer "No" to the question "Do you currently have insurance?" that could drive up your rates.

You might want to carry comprehensive coverage in case the storage facility burns down, or something worse. As long as your car is not registered, I don't think you need to carry car insurance.

If this car is currently registered with the state or has a lien held by a 3rd party it must carry insurance.

If it is stored in a public storage facility, they usually require insurance be maintained on the vehicle.
