Try looking at www.orientaltrading.com for some ideas. They are super inexpensive. I have seen people bake sugar cookies that are shaped like sand dollars. They put them in cellophane bags with a ribbon and tag. I have even seen them put sugar in the raw (non processed sugar) in the bottom of the bag. It looks like sand and is really cute.

I can't remember the name of the online store but I found a website a while back that sold shaped suckers like shells, palm trees, beach chairs, etc. I know you asked for cheap so I'm offering this up to you. You can go online and search for a beach themed candy mold. Buy the bags of chocolate from the craft store, melt it and make your own candy. if you purchase enough molds (they usually have about 6-10 molds per tray), they only take a few minutes to harden in the fridge before you pop them right out and put them in a cute cellophane bag with curling ribbon. But it's all in what you feel like doing.

You could buy a roll of tulle fabric in the same shade as your wedding colors or just plain white, cut out squares large enough to tie up into a pouch and put an inexpensive candy like jordan almonds in it. You can have the colors the same as your wedding colors. Or be silly and pick you and your spouse-to-be's favorite candies. You can even order specific colors of M&M's off their website in bulk. Or instead of favors, hand out sparklers to the guests so they can wave them as you leave or have your first dance as a married couple. You could probably get away with not doing favors at all. I don't think when people remember weddings they immediately think of the favors the couple gave out. You're having your ceremony at a beach after all -- the view and surroundings will be memorable enough.

seashells collected right from the beach - pretty much free
also, look on the internet - I typed in "seashell wedding" in google and there was tons of stuff. Below you will find just one of the websites I saw. Google it, you can find so much stuff!
You could also try "seashell favors", "seashell lights" whatever. Just use your imagination, you'll find something wonderful!

buy a bag of hershey kisses, a bag of assorted sea shells, a roll of tulle and a gold or silver paint marker.
Wrap a couple of kisses in tulle, tie to a seashell in which you have written the wedding date & you & your husbands name. Shouldn't cost more than $20. Get the wedding party to help.

I have seen box belgian chocolate for as at lest $2 for 12. The Guylain chocolate shells Can be found for $11 for a 22 pieces or a 3 piece gift box for $2.

If I were a guest, I would just love a pair of cheap flip flops, maybe decorated with a tag with the names and the date. And a white lace ribbon. They can be had at the dollar store, in many sizes. People could use them afterwards.

First of all, Check your budget. Many guests do not take favors, and favors are NOT a necessity. If you can afford them, fine...if not, spend the money somewhere else in your wedding, or save it for your honeymoon.
With that having been said:
Edible favors are most popular with guests, especially something sweet for after the meal. Many guests do not care to have a trinket hanging around their house that has your wedding date on it...no matter how good a friend you are.
If you are having an outdoor wedding though, my chocolate suggestions below will not work for you. Keep those factors in mind and go with something that will not easily melt.
I'm doing a beach themed wedding myself...and I'm doing it on a budget. Here is my inexpensive beach wedding favor:
We're going to have a "treasure chest" card box. I'm going to paint it white, have periwinkle accents (my wedding colors, white, periwinkle and dark purple) and have chocolate gold coins and faux jewels around it.
My favors will go with the card box design. The favors are 3x4 inch periwinkle tulle bags with 5 gold wrapped chocolate coins and one red foil wrapped chocolate heart.
I bought the tulle bags from efavormart on Ebay...I think they ended up somewhere around $0.25 each. The tags will cost next to nothing, I'm printing them myself. ANY bulk candy place has the coins...you can get them extremely inexpensively around Christmas/Hanukkah. My grocery store has a bulk candy section too)
A tag attached to each bag will be a tag that says "Thank you for helping us celebrate the treasure we've found in each other" and on the other side will either be:
"For where your treasure is, there will your heart be also"
OR
"A box without hinges, key, or lid, yet golden treasure inside is hid.” J.R.R. Tolkien
OR
"Treasure the love you receive above all. It will survive long after your gold and good health have vanished." Og Mandino
Other options for your beach theme:
Taffy!! Lots of bulk candy suppliers carry taffy...and saltwater taffy is a staple of beach vacations and boardwalks. Again, possibility of melting if your reception is outside.
An alternative: A Message in a Bottle
Any craft store has small inexpensive glass bottles, often sold with corks. Buy the number of bottles you need for all of your favors. Buy 1 bag of "sandbox sand" at your local home improvement store. (That bag will take care of your entire favor needs, and will be much cheaper than buying it at a craft store. Buy a few bags of mini seashells from your craft store...or buy them on your next trip to the beach. Put a small amount of sand, a few tiny seashells, and a rolled up thank you note in each bottle. Attach a ribbon to the thank you note...put the cork into the bottle, with the ribbon hanging outside of the bottle. (Otherwise your guests will dump sand on themselves, trying to get the thank you note out). Personalize the note with anything you want.
Always remember to have FUN with your wedding planning...it should not be a chore. If you are getting frustrated over one small detail, it is time to focus on something else. Don't sweat the little things...it is a 1 day party. Soak it up and enjoy it!

Actual sea shells? You can buy them wholesale at seashellworld.com, even tiny sand dollars and starfish...pretty and cheap. If you're crafty at all buy some ocean type scent essential oil and scent them and put them in a square of tulle (very inexpensive in craft stores), then tie them with ribbons with you and your fiance's name. Better than chocolate ones anyway because they won't melt in the sun or be eaten and gone in 2 minutes. Congrats on your wedding!
