If you are buying the pool from a dealer, they usually install also. What most of them will do is tell you they will dig down about 3-5 inches to level the ground. If they have to go deeper, it is so much an inch more. Sand would be the best to level for a pool plus it is more malleable and softer than a dirt base.

They usually wont take the sod or dirt with them when they leave though.

If you still want clean fill, ask different contractors that build homes. Many times you see signs asking for or selling clean fill.

One caveat. If you never have owned a pool, it is an ongoing cost( about a thousand a year where I live) in upkeep, electricity, water, chemicals replacement parts etc. You also seem to spend more time messing with the pool than being in it. I look at my pool more on the term of being an emergency 16 thousand gallon water supply. I spend about 3 hours a season in the pool and about 60 hours a season working on it.

You don't buy compact dirt. You buy the proper type of subbase material (dirt) and have it compacted in place. Or you have the existing surface levelled and compacted before starting with the sand etc. levels.
