Back when I started shaving with a wet razor, I bought a can of foam and read the directions. It said to wash my face, rinse it, wash it again, rinse, and then apply the foam. Considering the awkwardness of carrying around a can of foam, I simply got rid of it and followed the directions with Dial soap and soaped up a 3rd time and shaved with that and 50 years later it still works.
OTOH, if you think it is just a place keeper, try dry shaving or only wash once and rinse. OUCH

I am 62 years young man using the razor shaving for the past 45 years of my life. I recommend only GEL and I thought I can send a message for our youngsters for a good shaving method and here is a chance for me to explain you all. Before going for a shave wash your face with ordinary bath soap foam and wash your face thoroughly. Then apply first coat of Bath soap leather on your face and then apply Gel cream over that. You will have a very soft shave and neat shave also. It will be very smooth shave too Why do not you try and get me the result Yours VRVRAO

I would apply and wait a minute or two before shaving to let the moisturizers soften the hair and face.
Whether to use a gel or foam - well I prefer the gel, but I would experiment to see what works best for your skin.

Wash face, leave wet, squeeze gel or foam into hand, put on face and shave.
Easy, like clockwork.

Spread it all over your beard and shave.
It's only used to keep your place anyway.
