I totally agree with you. Who cares about rights and privileges of these parents when they don't care about the rights and privileges of an innocent child. A two year old can't make decisions or defend themselves. This sickens me. I believe you should have to at least take parenting courses before you have a child. Not everyone is cut out to be a parent or a good one that children deserve.

Well, if you asked my husband, he would tell you that driving is a privilege's and parenting a right, as is currently set up in our country.
Do you suggest that the United States mandates sexual abstinence in order to protect children? I guarantee that most citizens would be appalled by the suggestion, but it would be the only absolute way to ensure people could not get pregnant without "permission." Even promoted "safe sex" practices still retain a 1% chance of the partakers getting pregnant. Plus there is also the problem of how the government could possibly enforce such a policy or law in a country that is rampantly promiscuous. That would definitely complicate the matter.
Or would you suggest that all children are immediately taken away from their parents at birth and raised completely by the state? I can guarantee that parents would definitely not agree to that, and I just have to question whether a government could truly produce the dynamic, unique, and strong children that are reared in a goodly home. This is a delicate and difficult matter, as parenting is a unique a valuable tool and experience that is extremely difficult to replace with a beast that can only be indifferent or monotone in nature.
Contrary to popular belief, almost any idiot can gain a driver's license, especially those who do not care to abide by the vehicular laws. The tests given to applicants are not that stringent, and a vast majority of drivers today have passed, without actually understanding or even knowing all the laws that govern vehicles. Far too often, drivers who have valid licenses and have therefore passed the required tests, still do stupid things and end up hurting themselves or others. Or they drive without caring what their dangerous, reckless behavior might do to themselves or others. Not only that, but all to often people attempt to drive even without a valid driver's license. And purchasing a car does not necessarily require proof that one has a license.
Can you imagine how many "idiot parents" out there are also "idiot drivers," with valid licenses? I bet we'd be surprised by the numbers. Though in my husband's experience, even "good parents" have been the "idiot drivers" that have caused the death or injury of their child in a vehicular crash which was their fault.
In 1998 a rough number of 53,474,100 people were issued licenses in the United States.
In 2005: 43,443 people died in vehicular crashes.
It is true however, that far more children are victimized than people are killed in vehicular accidents. And I agree that something must be done.
In 2002: 879,000 children were victims of child maltreatment.

In 2004 there were roughly 73 million children under 18 in the United States.
However, that all being said, the idea that the government can decide who can have children is a little disturbing to me. I agree that something must be done to protect children from idiot parents, but not every parent that might be targeted out there is an idiot or monster.
What happens if the government suddenly decided that Quakers cannot have children because they do not allow their children access to modern things, and rule that their Quaker parents are "holding them back?" You could insert any number of religious or philosophical situations which do not harm a child, but that could possibly come under attack because it's not the way someone else wants it. This could become a problem, and in reality, it has become a problem in other countries.
Take for instance what recently occurred in the country of Germany. Because their child was having difficulties in school, the parents of that child decided that it would be best to home-school their daughter. They felt their daughter could receive the one-on-one attention they needed, in order to succeed in their studies. But because this was against the law, the government took their daughter away. There was no other illegal or actually dangerous activity going on. The parents simply had a different philosophical idea on how their child would be best educated. Now the parents have no unsupervised contact with their daughter, and she will never be returned to them. The entire family is miserable, and the government is working on taking away their five remaining children. This is not the first time that this has happened in Germany either. And that is the one thing that could make government intervention a tricky and disturbing thing, especially if your philosophy just happens to be different from whomever is in charge of the policies.
As one other answerer pointed out; driving and parenting are completely different issues. The only relation is how those "bad parents" might act behind the wheel. But the best solution is to adequately enforce the laws we have today, which govern child treatment. And if more is required, to remember that it must be done with judiciousness and circumspection, realizing that not every parenting philosophy is wrong, just those that harm.

Mandatory service time and "don't have 'em if you can't keep 'em" are areas the government hasn't really tapped into yet.

parenting is a the most important human to human job we will ever have as adults. It is a job for which there is no minimum entry-level standard, no required education, no on the job training, no aptitude testing, and no character references requirements We need a license to go fishing. We need to be tested physically, intellectually, and fiscally to be licensed to drive an automobile. But to possess, own, operate and rear a helpless child, there is no test. There is no license. Conception is biological. And when you get your license you sign a sheet that agrees that you will obey the laws. No laws of Biology. That sheet also gives them the right to give you a Breathalyzer test.

Because you might not know how to drive and you might drive like and idiot. And when you go do the test driving thingy the lady/man might like the way you drive so they will give you the license. But if they dont like it they wont so tought luck!. So if a police man stops you and asks you for the license and if he/she see's the license they will know that the people that gave you the test trust you and like they way you drive. =)
