these cakes can be made at some supermarkets, I know my Shop Rite makes them. Check your supermarket for a catalog of cakes, also, think of a "grass" cake and put a red wagon toy on top....

You could make it yourself.
It's actually not as hard as you would think.
Just buy a rectangular pan (maybe 12 by 16 inches), and a small circular pan (maybe 3 inch circumference). Bake four small circles (for wheels) a large cake for the base, then make 1 inch thick slabs to stack on the sides so the cake has walls (maybe 1-2 pieces of cake to form each wall). You can use cardboard wrapped in tinfoil (a small box, maybe an 1.5 inches high so the wheels will be in the right place) to support the middle. You can use a tooth pick to hold the wheels up (Balance toothpick in a tinfoil box as well). Then you can hide the blemishes (tin foil) with fake grass. You can either buy that stuff you put in Easter baskets (that might be a little messy, don't want the kids eating that) or you can make candy grass. Melt candy down and let it settle in strips on a pan.
After you have frosted everything you can put little hard toys (that wont soak up the frosting) into the wagon.

I would just improvise one. Take a 8x11 cake pan and a cupcake tray. Make 4 cupcakes or if you have a very small cake pan and pour the rest into the rectangular baking pan. Then ice with red icing. You can add the cupcakes for the tires. Add some spokes, too. Just look at the wagon and copy it. Or if you want to do it the easy way, I would just make chocolate cupcakes with red icing and "tire design" and serve them from inside the "Little Red Wagon." That would be easy and fun. Then give the little guy the wagon. Also, let him smash one of those cupcakes into his mouth and face with his hands. It is fun to watch and capture on film.

i dont know of any specialty cake store - besides Ace of Cakes which is based in Baltimore and would be pretty pricey --
why not try to make it yourself? or make a mini version just for him and set it atop a regular sheet cake -- you can use rice krispie's treats as a base and use fondunt on top -- im sure if it looks like a toy little red wagon he'd also love the fact that he could eat it.
just an idea. good luck!

Have you not checked Walmart?! I seen one there and I was going to get it for my son, but the wagon sides only fit a quarter sheet cake and I needed half of a sheet cake. I ended up throwing him a elmo party, and it was so easy to find decorations.

you can make one if you are game for it.
get a thin piece of wood to be your base... cut some wheels to lift the base off the surface, have the wheels on the outside of the base so you can paint them black like the wagon wheels.
attach the handle to one side of the base and paint it black too.
the cake is covered with red fondant and you can pipe or gel icing the logo on the cake...
just use a rectangle sheet cake
