The federal deficit is funded with bonds that are sold on the open market, those bonds might be bought by anyone looking to invest in safe, dollar-denominated securities. Funding of the war is not actually directly related to any specific bonds or any specific taxes, so the proceeds from the sale of such bonds cannot be said to fund the war. Rather, the sale of bonds funds the shortfall between the revenues the federal government takes in, and the money it spends on all programs.

Thats not a good question. A GOOD question would be, when tsunamis hit, US sent alot of financial and man power aid to hurt countries. When earthquakes, floods, and other natural disaters happen, US sends aid. On 911 and durring katrina, WHo steped up first and said they would send us aid and send some help? Im still waiting.
