Just tell him that he is not the right person for the job.
Any information related to his experience with drugs and temper may be grounds for a charge of discrimination.

Why are you so concerned with this guy's feelings? He's grown up. He should be able to handle it on his own. If he doesn't, he has other issues than just having no job.
You also imply he's not right for the job because of...? drugs? If he went into rehab, I'm guessing he's trying to get on his feet. What signs of a temper does he have? How do you know any of this?
Ultimately, its your decision, and being you have that as your responsibility, you'll have to get used to making such decisions. Be diplomatic and tell him the position has already been filled, but that you'll keep his application on file.

How do you know these things? Did you ask them in an interview. I think that's a no-no. If it's a friend asking you for a job, just tell him that you're not comfortable putting your name on the line, given his past behavior. Explain if he wants details. I do think that after someone has gone through rehab, they deserve a fair shot if he's stayed clean. The temper however, would be a deal breaker for me.

Just explain to him that you don't feel that the position is suited for him or that he isn't what you're looking for in a candidate. You don't have to explain your reasons for not hiring him (though I'd keep that rehab thing under my hat for discrimination purposes).

If you cant think of something to tell him then you should quit . its not as if you are sacking him, he hasnt even been given the job yet ....just say you have filled the position.

Just tell him you're looking at other candidates. Or send him a letter simply stating he doesn't meet your needs. You do not have to justify your decision.
