Regarding the Cherub, Lucifer...

Ezekiel 28:13-15
You were in Eden, the garden of God;
Every precious stone was your covering:
The sardius, topaz, and diamond,
Beryl, onyx, and jasper,
Sapphire, turquoise, and emerald with gold.
The workmanship of your timbrels and pipes
Was prepared for you on the day you were created.
You were the anointed cherub who covers;
I established you;
You were on the holy mountain of God;
You walked back and forth in the midst of fiery stones.
You were perfect in your ways from the day you were created,
Till iniquity was found in you.

It says twice that the this angel was created. To NOT have been created, ie eternal, would give angels the right to proclaim that they are the "Beginning and the End" or the "Alpha and Omega", which is reserved only for God.

Isaiah 45:12
I have made the earth, And created man on it. I—My hands—stretched out the heavens, And all their host I have commanded.

John 1:3
All things were made through [Jesus-the Logos], and without Him nothing was made that was made.

Note that angels are included in the list "created" things according to Paul...

Romans 8:38-39
For I am persuaded that neither death nor life, nor angels nor principalities nor powers, nor things present nor things to come, nor height nor depth, nor any other created thing, shall be able to separate us from the love of God which is in Christ Jesus our Lord.

Note also the writer of Hebrews, in chapter one, notes that angels are created beings and not eternal as the Son is.

Hebrews 1:7
And of the angels He says:“
Who makes His angels spirits
And His ministers a flame of fire.”

Interestingly, divisions of thought on this matter exist even within the Catholic Church. As to when angels were created, the Enciclopedia de la Religión Católica states: “In the opinion of the Greek fathers, angels were created before the visible world, but the general opinion of the Latin fathers is that they were created afterwards. Nevertheless, the opinion that has the majority of supporters is that they were created at the same time as the world.” Such uncertainty creates confusion in the minds of people and helps to influence the trend toward disbelief today.

A Jewish philosopher, Philo, contended that angels were simply “manifestations and powers of the universe.” Over the years, theologians have debated pointless issues regarding the nature and characteristics of angels, such as the frivolous question, How many angels could stand on the point of a needle? Is it any wonder that many people in our modern age have preferred not to believe in angels?

In view of all these contrasting concepts, why not examine what the Bible itself has to say about angels? This will help us get firm answers about questions such as: Are angels real? If so, have they ever intervened in man’s affairs? And, more importantly, can angels affect your life?

Not being creatures that marry and reproduce their own kind, the angels were individually created by Jehovah through his firstborn Son, “the beginning of the creation by God.” (Mt 22:30; Re 3:14) “By means of him [this firstborn Son, the Word] all other things were created in the heavens . . . the things invisible . . . Also, he is before all other things and by means of him all other things were made to exist.” (Col 1:15-17; Joh 1:1-3) The angels were created long before man’s appearance, for at the ‘founding of the earth’ “the morning stars joyfully cried out together, and all the sons of God began shouting in applause.”—Job 38:4-7.

Job chapter 38:4-7

4 Where did you happen to be when I founded the earth?
Tell [me], if you do know understanding.

5 Who set its measurements, in case you know,
Or who stretched out upon it the measuring line?

6 Into what have its socket pedestals been sunk down,
Or who laid its cornerstone,

7 When the morning stars joyfully cried out together,
And all the sons of God began shouting in applause?

Angels are another way of describing extraterrestrials. Every religion and ancient culture teaches us about them and they all say the same thing. These beings are all the same like God but on a different level or rank in power. Nowhere is it mentioned that they were created in the scriptures.

Based on our knowledge of them, they were around before we were in existance.

I believe it is in Genesis.

Of course all of the really detailed information about angels was left out of the bible.
Whether by ignorance or knowingly by vote the creators of the bible left out many detailed Judaic religious works including the one that named the angels and explained their hierarchy.

In order to learn more about angels you must search outside the bible.

The Bible tells us that Christ created all things in Colossians 1:16, but the Bible does not specifically state how and when they were created, that I am aware of

Doesn't

Genesis 16:7 is the first occurrence or mention of an angel without explaining how or when.

It doesn't, because angels are those holy entities once having been born on this earth as you and I and then elevated to their solitary status for the eternities--to serve God.

I have nothing to offer concerning cherubim.

there are two categories of angels... God's holy angels, & those angels who fell from heaven w/ Lucifer.

although angels are immortal, they are not eternal.
they had a definite beginning. they were created by a command of God. each angels is a direct creation of God, & it is assumed that all angels were created simultaneously.

"Who is the image of the invisible God, the firstborn of every creature: For by him (referring to Jesus) were all things created, that are in heaven, and that are in earth, visible and invisible, whether they be thrones, or dominions, or principalities, or powers: all things were created by him, and for him:"(1 col.15-16)

God's holy angels....
angels are spiritual beings who are whorshippers of God & ministers for the needs of humanity ... "Are they not all ministering spirits, sent forth to minister for them who shall be heirs of salvation?" (heb.1:14)

they are immaterial & incorporeal ... "And of the angels he saith, Who maketh his angels spirits, and his ministers a flame of fire." (heb. 1:7)

they have the power to manifest themselves in human form in order to be seen by people. they are not the spirits of the departed, nor are they glorified human beings. they are non-human spirit beings w/ individual personalities.

although angels are created as superior to humanity, in the Bible they never permitted people to worship them. they direct all worship towards God & take the lead in eternal worshipof God.

as for the fallen angels ... (1/3 fell from heaven to earth following lucifer ... satan)...
they as well are eternal. we call them "demons" today, but in scripture they are referred to often as "familiar spirits" (demonic spirits who often imitate the spirits of people who have passed on).
they are at work in this world. they afflict people w/ mental, moral & physical disturbances. sometimes they try to enter people & control them. many times they drive the minds of people into frenzy, violence, & self-destruction. they actively assist satan in his opposition to the work & will of God.
they will be thrown with satan into the fires of hell.

holy spirits & demonic spirits can be seen by those born-again Christians who have been anointed by God with the gift of "discerning of spirits".
