For them to have any kind of military, they need two things.
#1. Command and Control. They can not have an effective military when their own people are fighting among themselves. There are at least three, probably more independent factions fighting each other for control. With no single person in Command and absolutely no Control they will never be able to fight effectively against anyone.
#2. Outside support. Prince Bandar of Saudi Arabia told Airafat to accept Barak's last offer because if he did not, Saudi Arabia would no longer support the Palestinians. Airafat refused and support dried up. Other than small arms and explosives, the Palestinians have been unable to obtain any of the more advanced weapons associated with a military.
Right now, they are just a bunch of gangs involved in street fighting and they are further away from being a nation now than they ever were.

I think they'll get a decent military when the many factions that exist in Palestine stop fighting amongst themselves and focus their energies and resources in a unified way.
Also, because of the ever-changing political landscape (ex. Hamas election leads to many countries, including the US, no longer recognizing the legitimacy of the Palestinian government) it is nearly impossible for Palestine to legally purchase arms to build up it's military.

no i don't think palestinian have sam therefore no shot down of israeli jet by sam.
no palestine can not get air force for 2 main reason.
1 they are very expensive
2 no one will sell them an airplane.
no one will sell them an airplane because of USA and Israeil. It would destablize the area and would cause all out war between palestine and israel where many will die and palestine will still lose.
palestine will lose because of u.s. military support for Israel.
palestine would like to think by having airforce, they can fight and win againest israel, but airplane alone does not win war. they will still need military intelligence, logistic support, training, money and many other things that goes into war which palestine just does not have.
If they make peace with israel and become more like a country for long time and then build their economy and military, then they may have chance but again israel must lose u.s. support in order for palestine to have any chance now or in future.

. There are too many internal problems right now the take precedence before the military issue can be brought up. Not only are they fighting the Israelis, but they are killing each other. Not a good start to getting close to their goal of a unified, independent Palestine.

Firstly, there is no such thing as an answer that is not opinionated.
Secondly, building up the Palestinian military solves nothing. In fact, the main problem in the region is that the Palestinians can't seem to get past the idea that Israel has a right to exist and is not going to just go away. Israel has already given up over half of its territory in good faith with the promise of security and intent to negotiate "final status". Unfortunately, the Palestinians have made it clear that they will be satisfied with nothing less than the total destruction of their neighbor.

If they want to develop a respectable military and air force, they need to stop attacking Israel and try to maintain some kind of dialogue with them. The Israelis have a very capable military that will crush anything resembling military organization in Palestine when they are attacked (regardless of who started it). It is just military sense. You destroy your enemy's ability to hurt you, then you destroy your enemy. If Palestine wants to establish any kind of viable military, they need to establish peace with Israel long enough to accomplish it. I'm not endorsing Israel here. This just seems to be the fastest way to organize a decent military.

Do you mean fatah or do you mean hamas?
cuz all palestine is is a collection of people with the hamas side fighting with Israel, fighting with Lebanon and fighting with the other half of the palestinians.
So if someone would just eliminate the troublemakers then I think something good would happen. but other than that...

When they stop acting like terrorists and cooperate so that they can establish themselves as a real nation Then they will be able to muster the strength and resources to have a normal army. They are impatient, fortunately, so they will never be a real threat to Israel.
