Visas take many forms, shapes and legalities. Sometimes a tourist visa is no more than a fee/tax and a rubber stamp process. So, lets call it what they call it - what you need is a tourist card. You fill in a simple form on arrival, pay your fee and they give you a tourist card that you need to keep and give back to them when you leave. If lost, it is extra paper work and cost you extra money. I believe the only time you don't need it is if you travel just across the border and no further. Say like to Tijuana. Oh, but looked it up and it is a 3 day limit on that exemption.

This link is written for Americans, but it is the same process for Canadians.
