Leaving the scene of an accident, whether there is an injury or just property damage is illegal. Report it to your local law enforcement. They will run the plate and take appropriate action. A cooperative officer may give you the information. Your insurance company also has access to DMV records. Check with them.
In California you can go to the DMV and request the information in writing. They charge a fee and will notify the registered owner that you are looking for the information.

You don't, but the police will. File an accident report with the police and your insurance company immediately. The police will track down the car.

Go to the police and report the plate number. You can only find the owner of the car. The owner has to know who was actually driving(his son or he lent the car to who? or himself?).

License data is public information. You should be able to get a copy of the records from the state for a small copying fee.
But, this really isn't your problem to deal with. Put in a police report and then call your insurance. They'll track it down, to get out of paying the claim and they should also recover your deductible and return it to you.

Very easy.
Call the police department, fill a report. And they will track them down and prosecute them for you. And they will make sure your repairs get accomplished.
