When buying a new car, is the tax you pay going to be the same as the sales tax percent for that state?

Depends on the state. Some may have the same sales tax for cars as other goods, some may not. There may also be other taxes or fees associated with the liscensing of the vehicle.

Generally you'll pay the sales tax rates for that state. Then there are additional fees for registering the vehicle - in some states these include additional taxes.

No. There are additional road taxes which are different for each State. Those taxes are part of the fees for registering the vehicle.
