Well, if you're speaking of microbes and other of the nonhuman variety it is because they recycle wastes as well as dead (and living) biologic materials.

Most animal parasitic species prey on weaker individuals -- and the plant parasites typically are symbiotic more than parasitic and use their hosts mostly for a better vantage from which to obtain light and/or nutrients.

The human variety of parasite (and there are many) are typically the result of 'free will' and as such they exercise a fundamental right granted by God -- for which they may be held accountable at the white throne judgment.

Some parasites do good, so I will guess that you are talking about ones that do harm.

2 reasons.
1) After Adam and Eve sinned, things changed.
2) After the Flood, things changed again.

I do not know which (or both) is the reason for parasites.

He didn't. He created the creatures that through adaptation eventually became parasites after the fall.
