this model came with a fuel feedback carb, the stepper motor may be bad[moves the metering pins visible from the air horn] when these short out it kills the computer. also the 4" and 10" switches may be bad[or the vacume lines to them. gains have been made by purchasing a non fuel feedback carb off of a dodge 318 and rebuilding it with your jets and metering needles from the o.e. carb and converting your ign. module to the "blue" grommet ford box this will require cutting and splicing your wiring harness and adapting quick disconnects as needed note a sticky or leaking egr valve can cause similer troubles hope these tips have helped

other than the good answers by the people above me, if you're not stock (large tires, engine mods, etc) will rob you of mileage. And 17-19 mpg for a 85 CJ7 seems to be a high number....

Make sure the tires are filled to their proper inflation, make sure the vehicle is tuned up, and most important take a look at your driving habits. Fast and/or aggressive driving can really eat up gas. Also you might want to make sure your gas tank or some other part of your fuel delivery system isn't leaking.

You have an electronic carter carb. It maybe as simple as needing a rebuild. Do you have a black sooty inside of your tail pipe? Oxygen sensor could be getting sluggish..rich result or when you accelerate quickly in lower gears, does it freely wind up to around 4500 rpm or does it get progressively more sluggish as the rpm climbs..Converter.

You have fallen into the "Your mileage may vary" statements. http://fueleconomy.org/feg/bymake/Jeep1986.shtml which revised it to be more realistic shows 15 average. But even then, it depends on your driving habits.
Also keep in mind "average" can be a slippery term. If you have your head in the freezer and your feet in the fire, on the average you are pretty comfortable.

The most obvious thing that i can think of is , are you in 2 wheel high on your transfer case, are the front hubs disengaged?
