Normally, if a violation is observed by an officer they can either write a summons on the spot or if the offense is not initially written then they can complete an Incident/Offense Report and take the case to court.
Turning around in an "Emergency Only" crossover is extremely dangerous and in my own jurisdiction, I've had to investigate numerous accidents as a result of this type problem.
If you've not received a summons at this point...I'd not worry...but be more careful in the future!
Bad_Fish......consider yourself fortunate that it was more likely you were given a verbal warning and not a summons. I seriously doubt the officer "forgot" to give you a summons!

What about tickets you get in the mail from speed cameras - no signature there.
Not sure about the law with this one. Cops are never technically off duty so he can write a ticket whenever he wants but I would think he'd have to have proof like a picture of the violation or something else valid.
Definitely something to be fought in court.

The only way you will know is to challenge it.
When he shows up at the hearing ask
Was he on Duty?
Was he in Uniform?
Was he in a Marked Vehicle?
Why did he not stop you or whoever was driving to give them a citation
My bet is, that if you ask for a hearing he won't show.

Generally, when a citation is written, he has to get you to sign it as acknowledgement of having received the ticket. I have NEVER heard of any tickets being mailed to you.
