They're called a railroad hand car. Here's a site all about them.
http://www.handcar.net/
Once upon a time some salesmen for the Fairmont Farm Engine Co. saw a hot and sweaty track crew pump one by their factory. BING! A lightbulb went off in their heads.

What ever happened to Fairmont?

Click "Products & Services" then "Hy-rail" to see what ultimately replaced the hand cars. Fairmont is still king of the business.

Hand Car
although I am sure the people who had to make them move had lots of more descriptave names.
when I started working they were all powered by small gas engines and we called 'em speeders.

Are you referring to equipment on the rail track? if so pints can be moved manually, or it could be a ground frame.
