Dear there is no standard defination of the word lover. further the word best is a relative concept. it may change from person to person. but i want to tell you 1 thing that every lover is "best lover" according to "himself". he says to his beloved "i love you more than any one loved his beloved" means as per his statement he is the best lover.

I think the meaning of a best lover is someone who is compassoniate to your needs sexual and otherwise and has unconditional love for you cause if they put u first and are more concerned for your needs than their own that's real love.
