I'm understanding that your question is "why is it still on the pallet?"

A pallet is merely a wooden frame, much like a box which is built with an opening under the bottom. This facilates a "fork" extending from a "fork lift" to be inserted under the pallet, lifted mechanically and carried to another destination. It is then loaded onto a truck, in the same manner, and unloaded at the point of delivery, again with a fork lift.
The shipment remains at all times on a pallet.

"Still" means "it remains on the pallet", or, "it is on the pallet at the present time".

I hope this answers your question. My best comprehension of your inquiry.

A pallet is a platform on which goods are loaded
If you stick, for example, a lot of books on a pallet - they can be easily moved by a forklift.

By your message I would say that the shipment has been sent in bulk and has arrived, but has not yet been put into delivery.

ie- it is still sitting on the docks (or port)

'cleared' means that it went through customs, not unloaded.
