Not found in the bible. At least not in the copy I have.

The phrase is found in the Bob Marley tune "Real Situation"

Its Wisdom thinking. When a baby is young you help him walk you change his diapers you feed him etc. when you are a man you are to think for yourself wash yourself etc. Scripture says when I was a child I understood as a child, but when I became a man I put away childish things. when you become so old that you cant care for yourself and others have to take care of you, you have returned to your childhood. That's why it is said that we are once a man and twice a child.

That phrase is not in the bible. However, the scripture sort of implies it. Here is what I mean. You are born physically and you grew and became a man. But we are taught that you must be born again. When we accept Christ into our heart, we become "babies" again and start to grow spiritiually.

i dont know anything about the bible because iam a muslim but i can understand the quote you gave. it means
during a person's middle age only he is called a man
but childhood comes twice in a man's life firstly when he is newly born and secondly when he is about to die after completing his 65's or 70's [because it's said that people seem like children in old age,because they lose their teeth,cant listen properly,cant speak properly etc]so these are the symbols of an infant.
