Boy, I thought I had an easy answer to this but here as some thoughts to research that answer:
Read up on German-Americans and their attitudes towards the Irish when they came to America in the 1900's. Or better yet read what the Irish had to endure in England just to get to the boats at Liverpool in order to just leave Europe.
I could be wrong about this but I remember heavy segregation towards the Polish in the 1970's (Remember "All In the Family"?) One of the most common drawings was a "Polish Handgun" Where the barrel pointed back at the person holding the trigger/handle.
In the 1980's with Cuba cleaning out their prisons and shipping them off to Florida.
Then of course, the "Welcome to the 7-11" Middle Eastern s joke. (Taxi's too)
I know this doesn't exactly cover this but fear usually is followed by comedy which may explain why that "Doot Da Doo, Beaner" comedy guy (Mencia?) is currently doing so well considering that Mexicans are the target of the month club.
Any way, the reason why I feel people fear unwanted people is because it just changes their way of life.
[ New York is probably the only state I can think of that can take in any ethnic group and wouldn't bat an eye about it. (Until some baseball player opens his mouth and shoves a cleat in it. What was his name?) ]
So any way, their way of life changes cause you are forced to accept the fact that someone in the community is now living outside of your comfortable "standards" and that your children are exposed to the children that come from these different areas and thus being exposed to different cultures/ideas. But personally, I think its great and more states need this diversity. The only problem is, fear leads to comedy, and the comedy leads to ridicule. Once people can see past this, the fear subsides... mostly...

cause some people have a pre existing notion that the world should be as THEY please... so when ever they encounter something unwanted they hate it.. because it causes difficulty... and these people want things easy.
so...
there is evidencce in recent cognitive science that the earlier a child gets out into the world and the more he or she sees then the more intelligent and adapted to the world they will become. That's Josef Verrella... and I know I spelled that wrong.
there are also econonomic factors to this problem. If I can keep my neighborhood all people like me if I'm rich... then we network and we gain... and we hord the riches... if we allow outsiders in then they get a shot... as outlined in George Orwell's 1984... high middle low class dialectic.
I hope this is what you ment by unwanted people.. cause the other way is what hitler ment.. and I hope no one likes hitler here.
