If you're asking how to get permission to live in another country, then contact their Embassy in Lebanon, Jordan, Syria or Israel and ask them what options you have.
As a Palestinian in Lebanon you may qualify for a "refugee" visa. If the country you want to check doesn't have an Embassy in Lebanon then locate the nearest Embassy or Consulate and ask there. They will either be able to answer your question or direct you to the Embassy or Consulate who can answer your question.
You can find most Embassies on the web with a Google (or Yahoo) search of the form " Embassy". For example to find Swedish Embassies search for "Sweden Embassy". Add "in Lebanon" to search for the Embassy in Beirut. For example "United States Embassy in Lebanon".
There will usually be both contact information telling you where to call or go to for inquiries/applications and a visa FAQ section. To get a passport, most countries require you to first obtain a "Resident Alien Visa" and live in their country for a period of several years before "naturalizing" (gaining citizenship)

Do you have any skills? Can you read or write good english? Are you in good health?
If you meet all of the above - which shouldnt be too hard, then you can apply for a permanet working visa in any country.

You'll find that most countries won't allow you to get a passport unless you have citizenship (especially all the "good countries").
