If you're asking how to get permission to live in another country, then contact their Embassy in Lebanon, Jordan, Syria or Israel and ask them what options you have.

As a Palestinian in Lebanon you may qualify for a "refugee" visa. If the country you want to check doesn't have an Embassy in Lebanon then locate the nearest Embassy or Consulate and ask there. If you meet all of the above - which shouldnt be too hard, then you can apply for a permanet working visa in any country.

You'll find that most countries won't allow you to get a passport unless you have citizenship (especially all the "good countries").
