I'm trying to get a precise definition of the word ZuverlaBigkeit. Does it mean 'reliability' and if so, is it commonly used in Germany?

I'm not sure if you meant to write Zuverlässigkeit....which means reliability or credibleness

Zuverlässigkeit = reliabilty (it written with "ss" not with "ß" but maybe you took it from an older text?)
It's a commonly used word and refers to both people and things. What it stands for is highly regarded (I believe not only in Germany) so you can call it a value.
Most probably it is the first thing people will name if you ask them what they expect from a) a person or b) any technical item from car to computer software.

Yes it does and yes it is a very commonly used word in German

The word Zuverlassig (sorry I don't have the sign for the double S on my keyboard) means Trustworthy and is another very commonly used word in German
