No idea what this 'all time' business refers to as I thought God was outside the contraints of time as we know it- but anyway, I'm going to assume it means 'infinity' as most of us can understand that we don't understand something that's uncreated and will exist forever... I could go round in circles with this one, but I'll shut up.
Anyway-
If the Qur'an has always been with God, then why is the Qur'an very context specific and full of abbrogations? It seems that for something that's always been with God, God sure changes His mind over things, for example alcohol. Why was alcohol suddenly deemed an inappropriate drink to consume when His previous Prophets would drink.

Life is full of intoxicants. Love is an intoxicant, working out in the gym can leave you feeling giddy, and research done on those waking up in the morning who are 'night people' has shown that they are more apt to make judgements based on stereotypes than 'morning people'. Everything can affect our judgement, the extent to which depends on a large part on our genes, so why not take individuals into consideration- why make blanket judgements?
