In looks like you have part of a configuration file that is written in XML.

I say a part because is a closing tag.
There should be an opening tag, , some where before the tag.

The second line should probably start with a < as:

Looks like a flavor of XML or at least it's XML based. Doesn't look like SOAP though... SOAP doesn't have "peers". This sounds like one of the configuration or setting files for MUTE P2P.
