My Brother will be getting out of Prison at the end of next month, for he has been in prison since April 19 1989; are there any programs that he may enter to help with his transiton to freedom.

Your brother will have struggles, but there is no reason he can't be a success story. He will have to do his homework and take advantage of every single program and opportunity they offer. He will have to ask.
His attitude will be what makes or breaks him. Your support can help him a lot, but don't expect it to be a fairy tale. It may not be. You may want to even look into programs for the family to readjust, it might be hard on all of you too.

Yes almost every community has transitional housing facilties
Places that a person coming out of prison, or a mental hospital or other long term facility, can live at while learning how to get back into the main stream life.
You can contact your closest United Way agency, your Job and Family services office (welfare agency), the Salvation Army, a homeless shelter, even the law enforcement agencies have information on where and what type of help your brother can receive to help him make his move back into society. You can even check the web for your hometown area to find out what all is available.

Yes, and the prison should actually be able to help him find them. They vary from one state and one location to another.

If he is being paroled his parole officer should be a good source of referrals.

Churches have ministries, and many educational institutions do as well. Get him into an education process of some sort as soon as possible (even if he advanced is education while in prison) and he should also find a stable job.

What does he need with a program if he has a brother, what is wrong with him that he might need more than family to adjust to living his own life again? The only thing that has changed in 20 years is you can't smoke anywhere anymore.
