This is the definition I give to my clients for dark circles, which I feels helps to explain how they form:
Under-Eye Circles
Dark under-eye circles are a familiar problem and a major cosmetic challenge for a lot of women. The purplish color along with puffiness is the result of tiny blood vessels that have poor circulation due to stress, lack of sleep, or heredity.
The most common reason for under eye circles is a thinning of the natural fat pad under the eye, which results in a sunken-in appearance. Another reason is often due to an increase in the number of blood vessels in the skin below the eyes. Since the area of skin here is thinner and more translucent than elsewhere, the blue color of the veins shines through.
There is no magic formula that will erase dark circles overnight, so the best option would be to find a good way to camouflage them. A good cover-up will restore your radiant looking, well rested appearance almost instantly.
REST is important to helping rid yourself of dark circles, as is the proper hydration... other than that, you have to try to cover them up with a good concealer. I find mine are lessened by my use of Arbonne's NutriminC RE9 Anti-Aging skin care set, and I think the eye cream really helps my fine lines and lessens the appearance of dark undereye circles.
Some of the other answers already given are good, and may offer temporary relief. For a more permanent answer, make sure you are using a good twice-daily skin care regimen.

If you would like to apply home remedies to reduce dark circles, here are some of my suggestions:
Buy a box of regular, old fashioned unflavored gelatin (e.g. Knox) from grocery store. Take a small cup or bowl and put in 1 teaspoon of the gelatin mix. Add one tablespoon of boiling water & stir for a minute. Test it on your wrist to make sure it is not too hot. Then, using a cotton ball, pat it under your eyes as you would an eye cream or gel. Go lie down and listen to some music, or take a bath & let it stay on for at least 30 minutes. Then just rinse it off.Gelatin is very high in Vitamin K & Biotin. It will not remove your dark circles on the first application (but you will notice a difference), but if you do it daily for a week, and then 2-3 times a week for maintenance, you should notice a drastic reduction in dark circles.

1. Slice a raw Potato, circle the closed eyes gently with these halves. Or else grate a raw Potato and place on Muslin cloth squares. Place these on the eyes and relax for 15-20 minutes.
2. Dip cotton pads in chilled milk and place on eyelids while relaxing.
3. In a bowl of chilled water add a few drops of Vitamin E oil.Dip cotton pads in this and place on the eyes while relaxing for 20 minutes.
4. Sleep.

An immediate and inexpensive remedy would be a chilled teaspoon placed on your undereye area.
A preventive measure is to lessen salt intake as this make your body retain more water. Hence, bloating an dpuffiness.
