Can you recommend a software that lets you see which program/s are accessing the hard drive?

Try Process Explorer. It's like Task Manager on steroids. It's available for free download from http://www.microsoft.com/technet/sysinternals/utilities/ProcessExplorer.mspx

Also, take a look at some of the other sysinternals tools at http://www.microsoft.com/technet/sysinternals/default.mspx - they're very helpful.

You already have it! Ctrl+ALt+Delete gets you Task Manager which shows this information.
