there are some many file folds under c://windows, name $???$, can I delete them or not? ??stand for any words.

What are you doing inside Window's folder? you are not suppose to open those folders in first place.
In windows folder there are so many items, even updated files. If you are not sure do not do any thing and try not to open other Program or windows folder if you want to use PC.

what are in the folders? If there isn't anything, delete the folder. If there is something, try do some research and see what it is.

no do not delete them it would be bad they are baisicly a reference for you computer to say what you have uninstalled
