You can use dry ice but with caution as Dry ice is not edible and should not be served with the drink. It will stick to your mouth if put in the drink and give you a severe coldburn. It can be safely used to cool the drink though. The recipe for witches brew using Dry ice is:
1 can Grape Juice. (Dark color) 1 can Pineapple Juice. (Strange pulpy texture) 3-5 pounds of food grade Dry Ice. (Do not use regular ice) Mix room temperature juices together. When ready for special brew add the Dry Ice. Do not touch Dry Ice directly, but use insulated gloves or tongs. Ladle juice into cups without any Dry Ice and it will be perfectly safe.
Just make sure that the container in which you store Dry ice has sufficient empty space in it for the expanding gas and secondly never put dry ice in a bottle, the bottle might explode.

Oooh, I wouldn't risk it! Maybe you could put a thick glass tumbler / vase in the center of the punch / witches brew and fill it with the ice and have the drink around it. Then the ice wouldn't touch the drinks but you would still get the spooky effect you are after. You could also then amongst the ice stick long black scary sticks or dead plants poring out across the rim of the brew.

Dry ice is frozen carbon-dioxide. It doesnt melt but goes directly from solid to gas.
It is safe to use to chill other things but the warm temperature of the punch will cause the dry ice to change to gas quickly and the dry ice may cause some of the water in the punch to freeze.
you can put dry ice in a bowl under your punch bowl and add a little warm water, you will get a cloud of mist.

Dry ice is carbon dioxide, the same stuff which forms the bubbles in soda pop. It is safe to drink as long as nobody gets a piece of the dry ice, then it could cause frostbite.
BTW: You will need to throw some wet ice in as well.

Yes. I have had drinks with it in it before. We used straws so we didn't touch it. Looked really cool!

im pretty sure you can. i dont think that its toxic because the gas is found in the air that we breath! I have done it before and it was cool.
i dont like the idea of swolloing some and then getting frozen in your insides tho!!

And then you would start burping ! and it would hurt inside!
