Tour de France Rubbish?

Watching the tour on tv i noticed they throw their drink bottles and meal bags to the crowd and the crowd run to pick them up are they collecting them for souveneirs or just very litter conscious?

The fans are getting souvineirs. The discarded water bottles and musette bags are very desirable souvineirs for the fans.
