i live in new jersey and my friend that lives in Florida wants to know if she can send her dog to me by Fedex or UPS?

No! There are special pet courier services (she should ask her vet to recommend one). Also, its summer so not all regular airlines will allow the dogs to be checked either. The safest way is to drive the dog personally or use a service recommend by the vet.

You may wish to get pet courier companies or airlines to do it. If its through the airline, some airlines do allow pets without the traveller flying together.
