i need a free downloadable program so i can cut songs to make ringtones for my phone. I use mp3 cutter for my PC. Any suggestions?

iTunes can already do this for you.
First, use the advanced options to set the import file type to an MP3 compatible with your phone.
Go to a song's properties and find the "Advanced" button.
When you click it, you can set a start time and a stop time.
After setting a start time and a stop time hit OK.
Right click on the song and click "Convert Selection to MP3."
The 30 second clip you specified with the Start time and Stop time IS the selection and will be converted into a 30 second MP3 with the same name as the original file. Just rename it so you can tell it from the original.
I had some 24 hour Audio books and used this trick to break them down into 4 hour segments that my iPod could play without problems.
You don't need to wait for the previous conversion to finish before you start another one.
