You can build your own any thing and fly it. The beauty part of an ultralight is you don't need to certify it, and you don't need a license either. Read FAR part 103 for the guidelines for an ultralight vehicle.

I happen to inspect and certify home-built aircraft all the time. If the aircraft is a true ultra lights which meets FAR 103 rule does not need FAA approval. However if the aircraft weights in over the FAR 103 rule you will have to register it and obtain a FAA N-number and go through home-built certification.

Be advise come this January 31, 2008 the FAA rules will change for two seat ultra light aircraft. If you have one it has to be certified before that date. So don’t get suck in to buying a two seat ultra aircraft then learn you cannot fly it.

sure it is ... some requirements are top speed=55 mph
gas= no more than 5 gallons,weight= no more than 250 pounds, no night flying. etc etc look up Federal Avation Admistration on google and do a search for ultralights
no licence or tests required. lots of kits available to build these.

yes you can (my dh has looked into it)
you do have to get clearence from the FAA to actually fly it tho. Some one has to come out and inspect it for saftey purposes. it needs to be registered and such.
