PARENTS!!!
1. People need to do a better job parenting. Please do not have children if you are unprepared (mentally, physically, financially) to raise them CORRECTLY. THAT is why so many people enter the jail system; their parents never taught them not to be stupid.
2. There is no #2. Parents are the cause and the cure.

Change the laws on drugs. Make most of them legal. Prohibition has never worked and will never work. If you can't keep drugs out of gaols, you can't keep them out of the country. Legalise drugs and about 90% of your prison population disappears.
