California has passed so many anti-capatalist laws that stating up a business is riskier then in just about any other state. Texas is a business friendly state. As far as family values, that really depends on you and your spouse. Irvine does have a lower violent crime rate.

I would suggest plano or frisco b/c when you start a business you're hoping to provide something that people want/need and if there are fewer companies offering that product/service in the area then your chances to survive increase with demand. Depending on what your target audience is, a newer area will mostly attract younger people, on the other hand, this place in CA may be where your product/service will do its best.
However, I'm not sure what to recommend for your family, I think you can answer that the best.
Good luck!

If you have the money then Irvine. According to the FBI statistics, it is the most crime free city in America. The schools are second to none.
As far as your business goes, it depends on the business. If your business depends on you doing something cheaper than the next person, and quality is second priority, then Plano Texas. If you are in to high tech, Irvine is the best. If your doing a service, then the customer base is wealthiest in Irvine. But the cost of doing business is high also.
