I'm thinking specifically of a craft in the news today, lifted by helium balloons. A very simple "micro-plan" (with fan propulsion) can be made using helium balloons to attain lift, and I believe I'd like to do that. If state matters, I'm in Pennsylvania.

Its legal...you'll just have to fly it as an"experimental " plane.
As far as airspace goes...no new areas have been included on the list of restricted airspace...just the response to you being there has changed...you're more inclined to get shot down..if you stray into it...they will call you first...before you get too close..so you'd better have a good reason for being there...and when they instruct you to turn around...do it.
Call a local airport and talk to the manager...he or she will know the specifics for Penn.

It's more a matter of insanity than law, there isn't anything more dangerous than that, fly a motorized kite that you can run to take off, watch some video of mosquito's, they are hang gliders with large 2 stroke engines on them, they look very fun and you can fly them anywhere except over large cities, If I had the money that's exactly what I would get.

The amount of helium required to lift just a 200lb person could not be considered micro-anything.

You would have to have a school bus sized baloon just to carry a person and a motor big enough to propel it even a couple mph.

I think you're talking about the category 'ultra-light`,
(under 500 lb.s total gross wt.). They are legal subject to airspace limitations.
I doubt very much if an LTA would qualify.

is it legal? sure it is, only if you dont get caught...the US is pretty strict on their air space at the moment due to terrorism issues.
