No - for the same reason you can't drive a CAR without a license either...
Driver's licenses are "supposed" to go to people who are trained how to operate the vehicle - and who know the rules of the road. This is done for their own safety - as well as the safety of other drivers, passengers, and anyone else who might be in the vicinity of your vehicle (such as pedestrians).
BUS drivers have the added responsibility of looking after multiple passengers (who do NOT have seatbelts) - as well as handling a larger vehicle.

Well my unknown colleague here probably knows better but in the film business we use passenger vans with 12 people on non-union jobs. That puts us under the 16 or 15 passenger limit. We also drive trucks up to 24ft 5ton with a standard C drivers license. This of course is in California and may differ if you live in another state. I would also recommend getting a Class B or A liscense before driving a bus because large vehicles are dangerous without the proper training and you have a responsibility to others on the road. Thx.

You can drive a bus without passengers, without a passenger endorsement. But you must have your Class B license with an air brakes endorsement. The bus also has to be registered for non commercial use.

No, you can't. Depending on the state your in you could be fined up to $5000 or put in jail, and the owner of the bus could too.
Some of these guys are giving you misinformation. You would need a class "c" license. A class "B" is for single vehicle with a gvw of 26,001 lbs or more. Air brakes endorsement may be required if the vehicle in question is equipped with air brakes. A class "A" is for combonation vehicles with a gvw of over 26,001 lbs where the vehicle being towed is over 10,000 lbs. (Tractor Trailers)

You may not legally drive a bus without a bus license whether there are passengers in there or not.
You may not legally drive a truck without a truck license whether there is cargo in the back of the truck or not.
You may not legally fly a plane without a pilot license, and probably not even taxi it either.

No, you cannot. However, in some states, the rules for school buses may be relaxed if there are no students in it (you still need a bus license, but other conditions may be waived).

you are required to have a commercial drivers license(CDL) on vehicles over 14000 lbs, or any vehicle with air brakes. Anything under 14k without air brakes may be operated with a non commercial drivers license

It's a legitimate question, and a lot better than most asked here. No, it's the type of vehicle that requires the special endorsement, not the number of people in it.
