Well first off its great that you are having it at a park that way they play on the playground and you don't have to entertain much. As far as favors goes it will all depend on the age and sex of the children if they are all around your sons age and all boys Hot wheels are great and only cost a bout a buck however if there are girls that are attending they might not all like hot wheels so little bubbles are good ideas. (like the ones used for weddings). Also fun favors are things like light up bouncy balls and small squirt guns if it is going to be a hot day.

A friend of mine just attended a Bob the Builder 3 year old birthday party. They hired a "Bob the Builder" who danced and played games with the kids. The little birthday boy was absolutely crazy about him, the girls could care less. For party favors they gave out little hard hats and Bob the Builder treat bags (probably available at party stores). Have fun!

Source some cardboard boxes from your local supermarket and pick up a roll or two of masking tape. When you get to the park, one of the activities could be asking the kids to make a building using the boxes, tape and whatever else you think of.
Next, go a Google search for Bob the Builder and find some pictures, print them out or get colour photo copies. Have them laminated so you have two of each. One of your games could he to give each kid a picture (character) from B the Builder and hide the other one somewhere in the park. They all have to go off and find their corresponding picture...cool fun!
If you're in Australia, goto Spotlight which have "Sparties"...their section dedicated to party stuff...it's great. Also, you should be able to find heaps of party supply places online. Start at the site below and look under Toy stores and kids stuff. The link for Australia is at the top. If you're in the U.S. it's at the bottom just above Online Book Stores.

Try making a Bob pinata. Use a balloon for the head, one larger balloon for the body and construction paper for the legs and arms. Tape the balloons together and use newspaper dipped in water and flour (paste-like consistency) and put two layers, allowing each to dry before the other is applied. Once it is dry, you can pop the balloons and paint it. Cut a hole in the back, pull out the balloons, add an enforced string through the "head" and add candy. You can seal the hole with the same color construction paper.

My kids enjoy it everytime. Be sure not to buy chocolates, since they would melt.

Here is the link to PBS Kids Sprout website. They have Birthday party ideas..this one is specifically for a Bob the Builder Party..they also have games online and different activities you can print. You can usually find the little plastic construction hats at a party store or online. And alot of times, the online stores are cheaper!! Good luck and Happy Birthday to your little one!

Play pin the hat on Bob. Make Bob and make individual small hard hats out of construction paper. Play Pass the shovel. Have a small shovel have the kids stand in a circle. sing the theme and have the kids pass the shovel around. when the music stops the kid holding the shovel get a prize. play until everyone gets a prize.

do something like, pin the metal on the tractor...
lol
i had something like that when i was little
draw a tractor on a large paper and have kids put on aluminum foil, or fabric, any kind of scraps with their eyes closed,a to cover the tractor...

you can also have a bob the builder cake...

um

you can have relay races... like and name each team after a character.... (like the truck team the scooper team)

oh! and also you can do a pinata thing... but put even amounts of candy in separate bags, 1 bag per person, so there is no one with no candy. you can decorate the little candy baggies with bob or whatever. be creative!!!!!!!

party favors would be like...
little plastic trucks.... (do they sell little cheap ones?)
candy
little noise thongs...

remember... you don't have to make EVERYTHING bob themed... just play regular party games, adding bob in there somewhere.

Plastic construction hats.

or you could do a game somewhat like pin the tail on the donkey! draw several bricks on paper, give one to each guest, blindfol them all, and make them 'pin' them on a large piece of paper on the wall. at the end, they can all open their eyes and see their wacko building they al created\!

Bob the builder stressed a lot on teamwork. Try some teamwork games.
