If someone says, "Well, I never!" it usually means that they are pretending a shocked reaction to something they heard - usually as a way of claiming innocence or separating themselves from whatever it was.
However, if they use this phrase jokingly, chances are they are not innocent or disconnected, nor do they believe that anyone will think that they are. So, it's really the opposite.

The complete idea would be "Well I never in my whole life have seen or heard such a mess as that!" Or something to that effect
Or "I never would have said/done such a thing!" when accused of something.
It is a statement of astonishment and denial.

"You have never" means, you are now going to do that (something) for the first time! just that! quite simple, when you look at it first time, having never before......!
