is there a way to see past the black screen or blurry bar that goes by someones mouths on tv when they are swearing or flashing???

By finding the ORIGINAL footage that was filmed - before the TV execs edited it out...

Most likely, you would have to break into the TV studio shortly after something was filmed - and steal the Master Copy before they have a chance to edit it ;););)
