I do know enough to know that it doesn't necessarilly mean that you are dead. I know dilated is "big" fixed im assuming means in a staring position. Does this mean a particular type of brain injury?

Usually this means that death is imminent, if it has not already occurred.

Fixed and dilated eyes means there is no oxygen getting to the pupils of the eyes, therefore death has occurred.

That usually mean that the person is brain dead.

the person is dead when they say it on TV.
Your pupils react by constricting(getting smaller) when a bright light is shown on them, when this reaction stops in both eyes you are dead on TV
