Barut's Majestic Hotel in Sultanahmet is very nice, and has a lovely restaurant on the top floor. Rates vary depending on who you book through, and time of year, but here is one site http://www.istanbulhotels.org/barutsmajestichotels.asp quoting rates starting at 50/60 Euro per night.
I enjoyed my stay there, and it is very central.
If you want something a little cheaper, and don't mind a short 5/10 minute straight walk to Sultanahmet, I can also recommend Hotel Inter in Beyazit. http://www.hotelinteristanbul.com/rooms.htm
Prices start at 30/35 Euros.
The rooms in this hotel are very nice, but the restaurant for breakfast could do with a bit of a facelift. The food is basic and typical Turkish breakfast. However, as the rates are reasonable and local food is cheap, you could eat breakfast out of the hotel.
While you're there, ask someone to direct you to Doy Doy restaurant in Istanbul. It's cheap (popular with backpackers), but the food is lovely and the roof terrace has views of the Blue Mosque on one side and Bosphorous on the other. There are 3 floors, so you can also eat inside, or take your cay in the cushioned area, playing a game of tavla (backgammon).
Enjoy your stay in Istanbul - it has a lovely atmosphere. Be prepared for busy streets, but this won't spoil your enjoyment.
